Travel Plans
Introductions
PC welcomed everybody to the RHCH and the fifth meeting of the
Public Sector Focus Group. Our
theme for the day was to be Travel Plans.
BC opened the meeting with a short presentation on the
history of the Hospital, established in 1736 and the present site
opened in 1868. BC is
responsible for an annual budget of £9.7m and 500 facilities
management staff.
Round the Table Update
Andy Withers, HMS
Sultan:
AW has concerns over Travel Plans.
2,500 staff work at Sultan on the Gosport peninsula.
Transport infrastructure is poor. May look at using Intranet
to advertise car sharing.
Phil Wheaton, MOD:
Travel Plans for Portsmouth Naval Dockyard is being undertaken by
Paula Gilfillan. The Naval Fleet HQ is being moved to Whale Island in 2004,
creating further traffic congestion.
Suggested free boat service from Gosport to Whale Island?
Brian Cambridge, RHCH:
RHCH is facing cost pressures and looking closely at spends.
Site Car Parking Charge may increase.
Need to segregate waste, clinical waste being five times
greater than normal waste. The
Prison/Hospital collaboration work continues to work well with
voluntary workers in various locations.
New Doctors Training facility under development and Brian
cycles to work!
Campbell Williams,
HCC:
Welcomed
for the first meeting, Campbell explained the Business Environment
Forum was part funded by the Hampshire Natural Resources Initiative,
hence the formation of this group for which Campbell continues to
support. Hampshire is
streets ahead in handling domestic waste and the focus is now on
waste being regarded as a resource.
The HNRI is now promoting less production of waste and Job
creation.
Maureen Matthews,
Hampshire Fire & Rescue:
Many fire fighters cycle to work.
Copnor staff resort to parking on the street.
Admin support Dept. is now introducing recycling.
Fluorescent tubes and batteries are also recycled, batteries
being shipped to France and Holland.
There are concerns over revenue from waste recovery being
clawed back into the public purse.
Jane Clark, Maritime
& Coastguard Agency:
Has a Travel Plan to do. A
change in directors may present opportunities for change in
environmental attitudes. HQ
is sited besides a range of public transport services e.g. rail and
bus. Car Parking is
limited and a good cycle shelter is available for staff.
Business Mileage has been examined but recording is
difficult. Jane
obtained the use of third year students from Business Studies at
Southampton University to assist with this project.
Jane continues to recruit Green representatives.
Matthew Topsfield, SIENA:
Events are on going, especially with training courses.
SIENA currently involved with the Southampton Portway
Project. Scholl use of
waste is currently being examined.
An EMS User group is being started up.
Presentation from Amy Bristow and Michael Leggett
Amy is funded for three
years by Hampshire County Council to reach out to businesses and the
public sector and minimise the impact of staff travel on local
environments. We heard
what a Travel Plan involves, how to encourage travel plans, examples
of initiatives, the need for Travel Plans, their costs, benefits and
how to get started. 40
hrs of free consultancy advice is available which is site specific
and Amy brought with her a wide range of information to help support
the Public Sector Environmental Managers.
Michael followed on with
a presentation on how travel plans are working with the RHCH.
A parking policy has been introduced with a one mile
restriction zone, 300 permits have been issued and staff car parking
fees are shortly due to be increased.
A Bike Week was held
with awards being presented. Michael
has received a lot of assistance from HCC, due to the massive impact
of dealing with private car presence on the site and would strongly
recommend taking up on the advice Amy is able to offer.
Tour of Site
After a splendid lunch, Brian Cambridge gave the group a tour of
the site, highlighting the various measures the management has had
to undertake in order to control the huge volume of traffic
expecting to park. The
measures have included reserved spaces for car sharers, parking bays
for staff only and cycle/motorcycle shed facilities.
Future of Group
Phil Wheaton, MOD
presented draft Terms of Reference and a ‘family tree’ for
members to review in preparation for the next meeting.
